AUKUS remains “full steam ahead” following a call between Australian Prime Minister Anthony Albanese and US President Donald Trump, with the two leaders reviewing progress on the partnership’s first signature project for autonomous undersea warfare.

In an official press-conference transcript, Albanese said the project will focus on the joint development of advanced payloads and enabling systems for uncrewed undersea vehicles. He also briefed Trump on Australian technologies including the Ghost Shark underwater vehicle and the Ghost Bat collaborative combat aircraft.

The statement provides a fresh leader-level affirmation of AUKUS at a time when attention often concentrates on the cost and timetable of supplying nuclear-powered submarines to Australia. It also shows how the partnership is developing through autonomous systems and shared technology before the submarine programme reaches its later stages.

Pillar II produces a concrete project

AUKUS has two broad elements. Pillar I concerns Australia’s acquisition of conventionally armed, nuclear-powered submarines. Pillar II covers advanced capabilities including autonomy, artificial intelligence, cyber technology, quantum systems, electronic warfare and undersea systems.

The new undersea work belongs to Pillar II. Its practical importance is that payloads and enabling systems determine what an autonomous vehicle can sense, carry, communicate and accomplish. A common vehicle is only one part of a military capability; mission software, sensors, communications, command arrangements and launch-and-recovery systems are equally important.

Joint development can also make the three countries’ systems interoperable from the beginning. That is easier than attempting to connect nationally developed equipment after it has entered service.

Defence Matters previously examined how the original AUKUS undersea-drone project exposed a European gap in autonomous maritime warfare. The latest political endorsement suggests the partners now intend to move beyond experimentation towards a repeatable programme of combined development.

Ghost Shark as an early test case

Australia’s Ghost Shark programme is intended to provide an extra-large autonomous undersea vehicle capable of operating over long ranges. Such platforms can potentially support surveillance, seabed monitoring, intelligence collection, mine warfare and other missions that are dangerous, persistent or costly for crewed submarines.

Their military value lies partly in numbers and risk tolerance. A nuclear-powered attack submarine is an exceptionally capable but scarce national asset. An uncrewed system can be placed in a hazardous area without risking a crew and may be procured in larger quantities, although it cannot reproduce every function of a submarine.

Autonomous vehicles also create vulnerabilities. They require reliable navigation where satellite signals do not penetrate, secure communications, resilient software and protection against capture or interference. Long-duration missions demand power management and confidence that a vehicle can respond safely when contact with its controller is lost.

The first signature project must therefore be judged by more than a successful demonstration. It will need common technical standards, operational testing and a credible route to production.

Political continuity matters to industrial planning

Albanese said Trump agreed that AUKUS would continue to benefit Australia, the United States and the United Kingdom. The public language matters because defence companies and governments are making investments that extend across electoral cycles.

Shipyards, software teams, testing ranges and component suppliers cannot plan efficiently if the political commitment is reconsidered every few years. Leader-level continuity reduces—but cannot remove—that risk.

Reuters report places the remarks in the context of questions about the partnership under the Trump administration. Albanese’s account is an Australian statement about the call; a full assessment will also depend on American budgets, export approvals and programme decisions.

“Full steam ahead” is therefore a political assurance, not evidence that every technical, financial or industrial obstacle has been resolved.

Critical minerals connect capability to supply

The leaders also discussed their critical-minerals agreement. Albanese said projects worth more than $3.5 billion were being delivered, including an Alcoa gallium project expected to supply about 10 per cent of global demand and a $400 million US investment in the Sunrise Energy Metals project near Dubbo.

This is directly relevant to defence technology. Autonomous systems, sensors, communications equipment and advanced aircraft require specialised materials whose supply is concentrated in a small number of countries.

AUKUS cannot create a resilient advanced-capability base if its partners remain dependent on vulnerable mineral processing and component chains. The connection between undersea systems and critical minerals shows that the partnership is increasingly industrial as well as operational.

It also creates an opportunity for Australia to contribute more than geography and procurement. Mineral resources, testing space, specialised companies and domestic technologies can make it a producer inside the alliance rather than only a customer for American or British systems.

Do not confuse autonomy with the submarine timetable

Progress under Pillar II does not settle the later transfer of Virginia-class submarines or the construction of SSN-AUKUS boats. Those programmes involve separate questions about US fleet requirements, shipyard capacity, workforce training, nuclear stewardship and cost.

The distinction is important because a delay in one pillar does not mean all AUKUS cooperation has stopped, while success with autonomous systems does not guarantee that submarine milestones will be met.

The undersea project can deliver operational value earlier and may complement crewed submarines when they arrive. It should not be presented as a substitute for the agreed submarine capability unless the three governments formally change their plan.

The next evidence will be technical

The leader-to-leader endorsement reduces immediate political uncertainty. The harder questions now concern delivery: which payloads will be developed, how intellectual property will be shared, where systems will be manufactured and when forces will receive operational equipment.

Exercises and sea trials will show whether vehicles can exchange data, operate under common command arrangements and function in contested environments. Contracts and production orders will show whether the project has moved beyond research.

AUKUS is often assessed through the distant horizon of nuclear-powered submarines. The first signature Pillar II project offers a nearer test. If the partners can field common autonomous undersea capabilities at speed, “full steam ahead” will describe more than political intent. It will mark the emergence of a genuinely integrated technological and industrial programme.
