Taiwan Tests Mobile-Network Degradation in War Drill for First Time

Authorities deliberately reduced mobile-data capacity across central Taiwan while preserving voice, text and emergency alerts, testing whether essential communications can survive a constrained network rather than a complete blackout.

 

Taiwan deliberately slowed mobile-data service across seven central cities and counties on Monday in its first practical test of civilian communications under simulated wartime network disruption.

The 30-minute exercise began at 2.30pm local time as part of the island’s urban-resilience and Han Kuang drills. Mobile-data capacity was reduced sharply, making high-bandwidth services such as video streaming, image uploads and video calls difficult or unavailable.

The network was not switched off. Voice calls, SMS, emergency calls and cell-broadcast warnings remained available, according to Taiwan’s National Communications Commission. Fixed-line and dedicated networks supporting essential infrastructure were not the target of the exercise.

That distinction is central. The drill tested scarcity and congestion, not a complete loss of communications. Its purpose was to see how residents and public authorities behaved when familiar data-heavy applications stopped functioning but basic channels remained.

A first operational test after weeks of preparation

Taiwan had announced the planned throttling in July, allowing operators, businesses and residents to prepare. Focus Taiwan’s original report on the completed first phase said the wider exercise covered 14 jurisdictions in two phases, with central Taiwan tested on 10 August and northern areas scheduled for 13 August.

The Taiwanese military news agency’s original notice listed the affected areas and confirmed that the degradation would last about 30 minutes.

Advance notice reduced the exercise’s realism but also limited avoidable harm. Banks, hospitals, transport operators and other services could check contingency plans without confusing a test with a genuine cyberattack or network failure.

A future exercise may need to examine less predictable conditions. For the first attempt, authorities prioritised controlled observation and public familiarity.

Why degradation may be more realistic than blackout

An attack does not have to disconnect every mast or cable to damage communications. Cyber intrusion, jamming, physical strikes, power loss and sudden demand can reduce capacity unevenly.

During an emergency, millions of people may attempt to call relatives, watch live video and upload images at the same moment. A technically functioning network can become practically unusable under that load.

China could also seek to interfere selectively rather than destroy the system. Partial disruption creates confusion about which services are trustworthy while preserving channels that can be monitored or exploited.

Taiwan’s exercise therefore focused on a plausible intermediate condition. Residents could still make calls and receive alerts, but services built around continuous broadband access became unreliable.

Reuters’ original report on the drill placed the communications test within the wider exercise simulating resistance to a Chinese assault.

The civilian layer of command and control

Military communications normally use hardened, encrypted or dedicated systems. Civil defence depends on ordinary commercial networks used by local officials, hospitals, volunteers, transport companies and households.

If those networks slow, emergency managers need a hierarchy of messages. Air-raid and evacuation instructions must take priority over routine data, while officials require methods to authenticate information when photographs or video cannot be transmitted easily.

Households also need alternatives. Radio, SMS, offline maps, pre-agreed meeting points and paper copies of essential information may appear old-fashioned, but they continue functioning when cloud services and messaging applications do not.

The exercise can reveal behavioural weaknesses as much as technical ones. If users repeatedly retry large uploads, they may worsen congestion. If people treat an inability to use a favourite application as evidence that every channel has failed, they may miss functioning emergency services.

Resilience extends beyond telecommunications firms

Mobile operators can allocate capacity and protect network cores, but resilience also requires electricity, fuel for backup generators, spare parts and physical access to damaged sites.

Submarine cables provide most of Taiwan’s international connectivity and represent a separate vulnerability. Low-Earth-orbit satellite links, microwave connections and domestic data caches could preserve some services if external cables were cut.

No single backup can replace the scale of normal commercial networks. Satellite capacity is limited, radio cannot carry every digital service, and emergency roaming still depends on surviving infrastructure.

The purpose of layered resilience is to preserve the most important functions rather than promise uninterrupted consumer service.

Defence Matters recently reported on Taiwan’s proposed 2027 defence-budget increase. The mobile exercise shows the operational problem behind part of that spending debate: weapons and units cannot mobilise effectively if civilians, local government and emergency services lose reliable information.

What the drill did—and did not—prove

The successful restoration of ordinary data speeds after 30 minutes would demonstrate operator control over the test. It would not show that networks could survive sustained missile strikes, a power-grid failure or a sophisticated cyber campaign.

Authorities will need data on call completion, SMS delivery, emergency-alert reception, user behaviour and the performance of backup systems. Public complaints alone cannot measure the network, although they may show whether advance guidance was understood.

The northern phase on 13th August provides another opportunity to refine the procedure across Taiwan’s most densely populated region.

The exercise’s value lies in replacing an abstract warning with a temporary public experience. For half an hour, people discovered which parts of daily communication disappeared when bandwidth became scarce—and which essential channels remained.

That is not a complete rehearsal for war. It is a practical first test of the communications discipline that a blockade, cyberattack or natural disaster could require.
