Ukraine Says Flamingo Missiles Hit Russia’s Soyuz Rocket Centre in Samara

A reported FP-5 strike on the Progress Rocket and Space Centre brings Ukraine’s deep-strike campaign into infrastructure supporting Russia’s military space programme. The scale of the damage remains unclear, but the Samara plant is a key production site for Soyuz launch vehicles.

Ukrainian-made FP-5 Flamingo cruise missiles were used in an overnight strike on the Progress Rocket and Space Centre in Samara, according to the missile’s manufacturer Fire Point, placing one of Russia’s principal space-launch production sites within Ukraine’s expanding deep-strike campaign.

Russian authorities confirmed that missiles struck an industrial facility in the Samara region on 15 August, but did not identify the enterprise. Samara Mayor Ivan Noskov said the city had come under a large missile attack and reported localised damage to industrial infrastructure. Footage from the city showed explosions followed by a substantial fire in the industrial district occupied by Progress and the neighbouring Aviakor aircraft plant.

Fire Point subsequently identified the Progress Rocket and Space Centre as the target. Denys Shtilierman, the company’s co-founder and chief designer, separately published footage showing a missile launch. Open-source analysis of imagery from Samara has placed the apparent impact area around the adjoining Progress and Aviakor facilities, although the precise point of impact and the extent of damage remain unconfirmed.

A production node for Russia’s access to orbit

The military importance of Progress is different from that of an ammunition plant or airbase. It sits upstream in Russia’s space architecture, producing the launch vehicles required to place new spacecraft into orbit.

Progress’s own product documentation identifies the Soyuz-2 as one of its principal launch vehicles. The company’s main production and design facilities, including its integrated testing complex, are located in Samara.

Soyuz-2 can place payloads into a wide range of orbits and operates from Plesetsk, Baikonur and Vostochny. Plesetsk in particular is central to Russian military space launches, with Soyuz vehicles used to deploy Defence Ministry communications, reconnaissance and classified Kosmos-series spacecraft.

The source material for the reported strike similarly identifies Progress as a producer of Soyuz-2 launch vehicles and notes their role in deploying Russian military spacecraft.

That gives the Samara site a potential military effect extending beyond the loss of individual buildings. Satellites have finite service lives and orbital constellations require replenishment. A state may retain operational spacecraft after launch production is disrupted, but prolonged constraints on launcher manufacture can eventually affect its ability to replace failed satellites or expand a constellation.

There is no evidence at present that the attack has produced such an effect. Russia may have completed launch vehicles in storage, and the damage to specialised manufacturing and testing equipment has not been established.

Rassvet adds another dimension

Progress has acquired additional importance as Russia develops its low-Earth-orbit broadband communications network through Bureau 1440.

The company says its system is intended to provide global broadband coverage using serial spacecraft connected through laser communications, with user terminals designed for fixed and mobile platforms. Its official programme timeline records the deployment of the first 16 satellites of its operational constellation on 23 March 2026, followed by a second batch on 20 July.

The programme developed from the earlier Rassvet-1 and Rassvet-2 experimental missions. Although presented as a commercial communications system, a low-latency mobile satellite network is inherently dual-use and can support military communications, remotely operated systems and connectivity where terrestrial networks are unavailable.

Soyuz-2.1b launch vehicles have been used for the constellation’s deployment. A disruption to Soyuz production would therefore affect not only conventional Russian military satellite launches but potentially the rate at which Moscow can build out its new communications network.

The key issue is duration. Damage that stops part of a production line for days or weeks would be materially different from destruction of specialised equipment that requires lengthy replacement or reconstruction.

Flamingo demonstrates a heavy deep-strike option

The attack also provides another indication of the role Ukraine is assigning to the FP-5.

Fire Point describes the Flamingo as a ground-launched cruise missile with a claimed range of up to 3,000 kilometres and a payload of up to 1,150kg. Those characteristics give it a different target set from the long-range drones that have formed much of Ukraine’s campaign against Russian energy and military-industrial infrastructure.

A large warhead is particularly relevant against industrial targets where the objective is not merely to ignite exposed fuel or damage a roof, but to reach machinery, assembly areas and testing infrastructure inside substantial buildings.

Samara lies deep inside Russia’s strategic rear. If the Progress facility is confirmed as the impact point, the operation would show Ukraine using its indigenous long-range missile inventory against a target connected directly to Russia’s capacity to regenerate space-based capabilities.

The immediate military consequences cannot yet be measured. Confirmation will require clearer imagery and evidence of which workshops or production systems were damaged.

What is already evident is the target-selection logic: rather than attacking a satellite after it reaches orbit, Ukraine is attempting to reach the industrial chain that builds the rockets required to put Russian spacecraft there in the first place.
