£2.4bn Skynet Contest Pits British Satellite Sovereignty Against US Integration

The Airbus–Lockheed Martin contest for Skynet 6 tests how Britain values domestic jobs, intellectual property and assured military communications against the benefits of deeper US integration.

Britain’s wideband satellite decision will determine not only who builds spacecraft, but where sensitive engineering, intellectual property and long-term control of military communications reside.

Political and trade-union pressure over Britain’s Skynet 6 wideband satellite competition has turned a procurement decision into a test of defence sovereignty.

Airbus and Lockheed Martin are competing for work valued at approximately £2.4 billion. Airbus supporters emphasise British employment, existing Skynet experience and domestic engineering. Lockheed Martin can point to integration with the United States and a large allied space ecosystem.

The Ministry of Defence must assess those claims against classified operational requirements and procurement law. Neither nationality nor alliance branding should decide the competition by itself.

Skynet carries highly sensitive communications for British forces. The winning architecture must remain available during conflict, resist cyber and electronic attack and be sustained over decades.

What sovereignty means in space

Sovereignty is not synonymous with a company’s registered headquarters. It consists of practical rights and capabilities.

Britain needs authority over tasking, encryption, ground control, mission data and operational priorities. It needs engineers able to repair ground systems and modify the network. It also needs assured access to replacement spacecraft, payloads and launch arrangements.

A British-built satellite can remain dependent on foreign components or software. A US-led bid can include substantial British intellectual property and manufacturing. The MOD should publish a structured sovereignty assessment rather than rely on labels.

The assessment should distinguish ownership, control and resilience. The state may own an asset but depend on a contractor to operate it. It may control normal operations but lack alternatives after a supply interruption.

Airbus’s industrial case

Airbus has longstanding involvement in Skynet and a British space workforce. Continuity can reduce integration risk and preserve specialist skills that would be difficult to recreate after a contract loss.

Supporters argue that awarding the work domestically would align with the government’s objective of using defence expenditure to support growth. Employment, apprenticeships and supply-chain value are legitimate considerations when bids meet military need.

However, job totals must be independently tested. Governments should distinguish existing roles from new positions and temporary construction work from long-term engineering.

Domestic preference also carries a cost if it reduces competition. The MOD must demonstrate value and performance, not treat industrial policy as immunity from scrutiny.

Lockheed Martin’s integration argument

Lockheed Martin brings experience across US military space, missile warning and secure communications. Closer integration may improve interoperability and access to technology developed at American scale.

The risk is dependence on US export controls, update decisions and industrial priorities. Britain needs contractual clarity about technical data, source access, maintenance and operational independence.

Integration is valuable when it creates shared capability. It is less attractive if British forces cannot modify or sustain essential functions without a foreign approval.

The bid should therefore be judged on enforceable rights rather than general statements about the special relationship.

Intellectual property and jobs

Trade unions understandably focus on employment. The more strategic question is where high-value design knowledge remains after the programme ends.

Manufacturing work can disappear with the final spacecraft. Intellectual property, systems engineering and mission-software expertise support future programmes and exports.

Britain should seek rights to use and modify programme data for sovereign purposes, including if the original contractor is unavailable. Escrow and step-in provisions can protect continuity.

The MOD also needs supply-chain visibility. Critical chips, radiation-hardened electronics and propulsion components may come from a small number of overseas sources regardless of the prime contractor.

Resilience beyond satellites

Skynet is a system of satellites, ground stations, terminals, networks and people. An adversary may attack the weakest element rather than the spacecraft.

Cybersecurity, jamming resistance, ground-station dispersal and rapid restoration should be weighted alongside payload performance. Commercial and allied capacity can provide redundancy, but sensitive traffic needs appropriate protection.

Britain should also plan for launch failure or satellite loss. Contracts must address on-ground spares, production restart and access to multiple launch providers.

Defence Matters’ account of Project Bowline showed how sovereign capability depends on testing, data and engineering ecosystems rather than one purchased object. Skynet requires the same systems view.

A decision with precedent

The outcome will influence future British competitions. If domestic economic value is weighted heavily, suppliers will design bids around local investment. If operational integration dominates, ministers must explain how strategic dependence is controlled.

Transparency has limits because military communications are classified. The MOD can still publish evaluation categories, industrial commitments and governance without revealing vulnerabilities.

Parliament should scrutinise major changes in cost or schedule, while avoiding intervention that prejudges a lawful tender. Unions and regional leaders should be heard, but the operational user must remain central.

The correct test

The winning bidder should deliver secure communications, credible schedule and whole-life value. It should also leave Britain able to operate, sustain and adapt the system during the most demanding crisis.

That standard does not automatically favour Airbus or Lockheed Martin. It requires evidence about technical rights, industrial capacity and alliance dependencies.

Skynet 6 will carry information on which military operations depend. A short-term saving or jobs headline cannot compensate for an architecture that is difficult to control. Equally, sovereignty cannot become a slogan protecting an uncompetitive proposal.

Britain’s decision should demonstrate a mature version of strategic autonomy: allied integration where it adds strength, domestic control where dependence would create unacceptable risk, and contractual clarity about the boundary between them.
