Ukraine's president says Moscow intends to recruit or mobilise another 300,000 personnel after its September parliamentary election and aims for capacity to produce 1,300 ballistic missiles annually. The figures remain Ukrainian assessments, but taken with declining interceptor deliveries they describe an increasingly severe attrition problem.
